Do other Empidonax flycatchers than the Least, actively flick their tail?

I observed a bright Empidonax flycatcher at Dumas Bay this afternoon. It was
to the left of the beach, just beyond the park boundary line. The bird was
picking up insects amongst the rocks on the beach and fly up and perch about
6 to 8 feet above ground. It actively flicked its tail, while perched ( just
like the doggie in the window ....). It was silent, but all the field marks
for a Least Flycatcher seemed to be there, except for not much of an eye
ring.

Any thoughts?
