Looks like a leucistic Twelve-wired Bird-of-paradise to me (or should that be Twelve Wired Bird Of Paradise or TWELVE WIRED BIRD OF PARADISE?). That's a megatwitch for the Valley.

It seems to be in a typical breeding pose. Is it moving up and down the perch?

Is it exhibiting any of typical breeding behavior when moving up and down the pole? Vocalizations? (i.e. can you hear David Attenborough whispering in the distance?).

Yes, I was up a dawn today birding (before the rain arrived) but the birds I was looking for seemed to know the date too.
