I should have been more specific in my question. I'm wondering if (a) all
refuge roads will be barricaded and closed, or (b) the roads will remain
open, and just the buildings will be closed, and no staff will be present --
similar to what happens on weekends at many refuges.

I was planning to visit some refuges for the first time, and have no idea if
it is even possible to barricade the roads at all refuges. My recollection
is that some of the more NWRs in our country do not have the ability to
close all roads.
