You should try to call, on Friday, to each refuge you plan to visit. I would anticipate that the refuges will be
getting a lot of calls. Enforcement personnel will not be affected by a shutdown, but all other staff probably
would be. Even if all the refuge can do is put up a "closed" sign (and cannot lock any gate on the road) you
