Most large airports have bird control programs. This includes Vancouver
International Airport and Sea-Tac. Most of this involves bird-scaring and
habitat modification to avoid attracting birds, but occasionally lethal
control is necessary as well. Most airports have tried to minimize the
lethal control in recent years.

If a bird the size of a Snowy Owl were sucked into a jet engine, the result
might well be a crash with the loss of many lives.
It's unfortunate that the Snowy Owl lost its life, but better that than the
loss of human lives.

Barry,

I would think the decision to go lethal on the bird was made by
airport management rather than Fish and Wild. Just a guess of course.
