Dennis Paulson recently wrote about urban raptors on the Slater
Museum's blog, Northwest Nature Notes. He writes that Coopers' can
live in forested urban parks year-round whereas Sharpies generally
only inhabit cities in the winter, feeding on birds attracted to
feeders. It's a very informative blog post and might provide some
insight.
