Steller's Jays are not at all unusual across all parts of Seattle. As a point of reference Steller's Jays can be found in downtown Oakland, CA if you want to talk urban. They mix with flocks of Scrub Jays there. In the foothills of Oakland there are more Steller's Jays than Scrub Jays.
