Just my two cents worth: Cardinals are, or were, sold in Germany as cage birds. They were said to come from Mexico. Maybe the Mexican agricultural workers in this state occasionally bring a Cardinal as a cage bird into the state?

Subject: Yes--Fwd: [Tweeters] Question: Has a Northern Cardinal or Pyrrhuloxia, juvenile or adult, ever been seen in Western Washington?

Hello Charlotte and Tweeters,

I asked a similar question earlier this year and got several responses, including the one below.

I asked the question because I had one on my deck at about 8 feet away, on deck rail, near eye level in very good light, in front of our kitchen window and looking straight at me. I have spent much time in New Jersey, visiting relatives- where I was able to watch many Cardinals- one of my favorite species in that area. So imagine how startled I was to see one on Mercer Island, in mid-June, right in front of me! I watched for some time, then slowly backed away to get my video camera. When I returned, it was gone and a search of the neighborhood proved fruitless. I have found that at times birds seem to migrate through MI and not stay for any length of time- just seem to be briefly resting.

Because I had recently followed the Verdin report and responses- and that tweeter had a photo- I decided to ask the question of Cardinal reports and not post the sighting until now.

I tried to respond the other day but the email may not have gone through.
I have a sighting of a female Cardinal that was coming to a feeder one day
in April 2009 near Vancouver Lake area in Vancouver, WA. I was called on
the sighting, went out there to the business with the feeders,
photographed the bird and sent the report to the Washington records
committee. They are voting on acceptance later this summer.
