The questions are:
1. Who submitted the bill for a change of state bird and why?
2. Are there standard (written) criteria for choosing a state bird?
A. If so, did Am.(Willow) Goldfinch no longer fulfil the criteria?
B. If not, what criteria is used?
3. How many of what legislative body determined this change? Can we know
their names? Are any of them birders? With whom in the local naturalist
world did they confer (if any)?
