I?ve got a Golden Eagle pass and Nisqually National Wildlife Refuge accepts that as do other National refuges and of course the National Parks. That pass doesn?t work at State access parking areas though. However, you can work around the $14 state parking fee a little bit ? if you?re 70 years old. I?m a bit older than that and purchase a fresh water fishing license which now costs $6 a year and comes with a parking permit good for two automobiles (not at the same time though ? you have to pen in each license number on the single permit).

Daily fee is $3.00 per four adults. An Interagency Annual Pass (old Golden Eagle), Senior Pass (old Golden Age), or Access Passport, Federal Duck Stamp, or an Annual Refuge Pass will admit the pass holder and 3 additional adults (over age 16).

Several years ago I picked up a Golden Access pass while visiting Nisqually. It may not work in the particular area you're interested in but it covers parks throughout the United States. Check this link for more inffo: http://www.nps.gov/fees_passes.htm.bak
