Because of the low light conditions and resolution, I cannot see some detail of interest. Is that a wide, dark sub-terminal tail band?

Last week I spotted a male Merlin along Fall City/Carnation Road. According to my GPS, the address would be 1710 FC/Car Rd. This is much closer to Fall City than Carnation and just south of the blocked north turn off to Neal Road.
The back of this bird was very light blue/grey. Lighter than male taigas I see in our area. The bird was not close enough for a decent picture, and at 4:30PM on a cloudy day, light was not good either. I digiscoped some photos which do not represent just how light in color this bird appeared to the eye. If birders are in that area, keep your eyes peeled.
