At 4:20 this afternoon, I came across a single BLACK PHOEBE along La
Frambois Rd. in Vancouver, Clark County, Washington. It was on the NE side
of the road, feeding along with several YELLOW-RUMPED WARBLERS on the
surface of a frozen pond. This is directly across the road from the field
frequented by the Swainson's Hawk in December of 2008.

Perhaps this is one of the two Black Phoebes that were seen at Ridgefield
NWR recently.
