I've seen this behavior a number of times over the years. The first time was at Cap Sante Point in Anacortes, while doing the Padilla Bay CBC and the other instances I can remember are in the winter also so. I think several of the times when I've noticed this it was quite windy so perhaps they conserve enrgy by feeding where the buffeting wind is lessened and the food a bit easier to get.



Can't say that I've ever noticed Fox Sparows doing the reverse of what the kinglets are doing - I've never spotted a Fox (or Golden-crowned or Lincoln's Sparrows) feeding at 60 feet up in a Douglas Fir so I guess the kinglets win on feeding mode diversity points.
