To scare away the fish ... obviously :-)
Really it's to scare away other herons to help out the ornamental fish. Clearly the local GBH* aren't that good at ID. Does it work? They are pesky blighters.
* Little pun for British crime procedural watchers too. Nothin' to see 'ere. Eve'nin all.
