subscribes to Birds of North America Online so library card holder can access this online (i.e. via their proxy at home) for free.

You need a City of Seattle library card and associated online account (i.e. a pin setup over the counter at a library branch) to authenticate yourself with the proxy.

It's been mentioned here before but it bears repeating.

Outside of Seattle your local library system may also do this too.
