All,

I believe the partial albino Red-winged blackbird ID is correct. I
dodged rain showers to get some pictures which are here:

It is extremely vocal and continuously gives what Sibley on my Android
tablet calls "male alarm whistles and chack calls."

It was very easy to find because it was so vocal and stayed in the same
place. Coming from HW 16, take the first turn into the Alberston's
parking lot. The bird will be on your left, in the line of trees that
seems to border a wetland.

The light was terrible and these shots are straight from the camera. I
will try to see if I can fix some of the problems, but thought I would
put them up to confirm the ID. It is a striking bird. Maybe the sun
will come out and we will be able to get some good shots.
