I dunno, scouring others' photos of female bluebirds, Western or Mountain,
this one just isn't screaming bluebird to yours truly, mainly because of the
color of the bill. I thought flycatcher at first, but couldn't come up
w/which one. See esp. Mac Knight's photos:

I'd go with female Western Bluebird. It's often more challenging to ID a
bird with light from a setting sun making it tough to see the lower
red/orange wavelengths of the visible spectrum. One one of those photos,
you can see the bluish tint along the edges of the wings.
