I saw something similar back in the spring of 1978 or 1979 in the Miami area. It was broad daylight out on the beach near the old lighthouse on Key Biscayne. Warblers of a few different species were flying low over the water from the direction of Andros Island. They were not bunched up, but scattered singly. But they accumulated on the bushes along the beach, and made for colorful decorations.
