I don't think so. I have two flat hummingbird feeders, presumably like yours. I bent the hanging rods slightly so the feeders tilt downwards toward the outside. This way, I can put a small amount of sugar-water in and have it most reachable, as I don't like to put in a large amount of solution if the hummingbirds aren't coming very frequently. Anyway, the hummers have definitely been able to reach the goodies with the feeder well less than half full. They just stick their bills in all the way.
