This morning at about 11:40 AM, I found a Say's Phoebe on the NOAA campus, adjacent to Magnuson Park, Seattle. It was actively flycatching in front of NOAA building 4. When I returned an hour later, I couldn't relocate the bird. Unfortunately, the NOAA campus is not accessible to the general public.
