Legal removal of nests from cell phone towers is not uncommon, when it
occurs before eggs or young are present. But, the adult being stuffed in a
bag is really strange and not something you'd expect to be authorized by
state and federal agencies.

I would also contact the owner of the Cell Tower, there should be a number
posted on a sign by the tower. This may have been authorized for safety
reasons, but that would seem strange if the nest has been in place for that
many years already.
