This is a Male Northern Harrier, as Joe said. I always enjoy seeing them. The brown juveniles and females are much more common.

Once again, my books fail me. This raptor was hunting in the fields of Dungeness Wildlife Refuge today. He was very far away and, even with my 200mm lens, much of what I captured is out of focus (but I included those images because they show his tail and the underside of his wings).
