I can certainly vouch that, at least in Edmonds about a block from the Sound, White-crowned Sparrows are with us all winter. The whole family, adults & last year's juvies. I don't put out feeders, they just come and glean along the beds, under the shrubs, amongst the strawberry plants, etc. etc. Of course we are slightly less severe in temperatures than even just up the hill in Lynnwood, for example, micro-climately-speaking. But a month or more ago we were visiting folks in Mill Creek area and they had some, also a Golden-crowned (and an interestingly marked leucistic Towhee, by the way).
