In my opinion it's an immature Bald Eagle, maybe a two-year-old. The white splotching all over is common in second-year Balds. Also, the huge bill is typical of Bald Eagles. This bird may be starting to change into third-year plumage; there is a hint of white forming in the head, and it looks like the bill is starting to turn yellow.

That's my take on things, anyway.
