I agree with Kelly that the band combo seems to fit the scheme used by the BC folks. I had encounters in February 2011 with a banded Burrowing Owl near Bickleton, Washington (Klickitat County) that also had this color band scheme and was tracked down to have been banded as a hatch year bird the previous summer (2010) near Kamloops.
