Eric Slagle emailed yesterday to report that he and his wife saw a Black Phoebe in the morning at LOTT Hawks Prairie Satelite reclaimed ponds on Hogum Bay Rd NE in Lacey. This species showed up at this location in November of 2011 and was repeatedly seen for many months through much of the winter.
