I am now where I can post some more info following
the post Cara Borre made at my request earlier.

I have been in the Ephrata area most of the day
looking for the Blue Jays and the Northern Hawk
Owl. Drove for 90 minutes all around the Highway
283 spot where the NOHO had been seen on Friday -
no luck and not such great weather. Then went to
Ephrata itself to 165 SW D Street where Tom
Mansfield had his Blue Jays. The house with the
feeder is on the corner. Waited about 45 minutes
without luck and also saw other birders with same
experience. The area looks much like places in
the East where I have seen many Blue Jays so it
seemed fitting - but again no luck. I then headed
off towards Leavenworth where I am now. Headed
out of Ephrata on Highway 28 going west (and
south?) Using the "check every bird" approach I
saw a medium large bird on the driver's side of
the road on a lamp post perhaps 50 yards in. Did
a U-turn and at first thought it was another Red
Tail (we saw MANY today). But something was
different. Pulled out the scope and EUREKA it was
a Norther Hawk Owl. Pulled up a little closer in
the car and got some good pictures, then tied to
approach it on foot. About 40 yards away it dove
off its perch onto the ground and then flew to a
tree in a "housing compound" to the East - maybe
another 50 yards away. We were able to walk
pretty close to the tree and had great views AND
now the sun had come out. It had caught some prey
on its dive and way and was eating it in the
tree. As we approached a little closer, two dogs
came out and with their barking the Owl flew off
to the East. We did not see where it landed.

The place we found it on Hwy 28 was just east of a
sign that said 10 NW which was up ahead. Do not
know how far this was from its original sighting -
maybe 10 miles?
