Winter pelagic trips are pretty iffy as the Pacific Ocean isn't very pacific in the winter. Quite a few seabirds and alcids can be seen from the ferries plying Puget Sound including the ones that go to Vancouver B.C. Check the routes and prices here: http://www.wsdot.wa.gov/ferries/
That link and the county checklists with rarity codes for each species should be a good starting point.
