In fact, those feathers are inner primaries, probably P4-6, and if they're not from a Black-bellied Plover, I can't imagine what else they could be. Hans Feddern called it right on the money. Probably a Peregrine lunch.

Check the Slater Museum wing images (http://www.pugetsound.edu/academics/academic-resources/slater-museum/biodiversity-resources/birds/wing-image-collection/) to see what you think. Go to Featured Searches and enter Black-bellied Plover in the common name box. After you've looked at those wings, browse the collection. It's an education.
