Many wind farms during permitting have submitted EIS in their applications for development. In the State of Oregon many go through the State Energy Citing Process. You can find links for their applications here: http://www.oregon.gov/ENERGY/SITING/index.shtml Some of the smaller projects go through county process. Many more in Washington go through the county process and only a few through the State.

As for conservation groups. To quote the MSNBC article:
"This is a type of project where it's appropriate for them to issue this kind of permit," said Liz Nysson, energy policy coordinator with the Oregon Natural Desert Association She noted that only a small number of golden eagles are believed to be in and around the area where the wind turbines will be built.
