The compiler part of the CBC data entry interface is working.
I was able to enter the Columbia Estuary Checklist without any
problems (beyond the slowness of the single species data card entry
format). National advises that compilers NOT check the entry complete
button until every bug has been found. You can input data, but
don't check that last box.

There is still no regional editor access to data, so I can't fix,
add, subtract, unclick anything a compiler might do, yet. Leaving
the data complete button unchecked keeps a door open. National
will let us know when to click that last button.
