The Black Phoebe was at the backside (north side) of the pond around 6:50 PM (07/19/2012) for about 5 minutes. For most of that time, it was perched on the large rock forming the bottom of the "staircase". It then chased another bird, possibly a House Finch, and flew towards the northeast corner of the pond and disappeared.
