There have been California quail at Magnuson Park for years and they have successfully nested there. There have been years without sightings and just when everyone thinks they're gone they pop up again.

I have worked on the east slope of the main campus for thirty years.
During the '80s and 90s I repeated saw California Quail typically in a family group of about half a dozen birds.
These sightings occurred below the dorms and above Pend Oreille.
I have not seen them for about the past decade (but that does not mean they are not here).
The Montlake Fill is about 1000 yards south east from my location.

So I would not be surprised by California Quail at the Fill.
