It depends which areas you want to visit.
?
The Discover Pass provides access to STATE-OWNED AREAS--? mainly State Parks and State Wildlife Areas and lake access points (of which there are many!)
?
The Northwest Forest Pass ($30 per year, I believe) provides access to fee areas of the NATIONAL FORESTS in the Northwest (WA and OR--? I?m not sure if it also includes Idaho).
?
If you want access to all Federal fee areas (National Parks, National Wildlife Refuges, etc., as well as National Forests), you want the Federal Interagency Pass, which costs $80 per year--? still good value for the money, in my opinion, if you travel a lot.? If you are over 62 years old and a US citizen, you can get a Senior Interagency Pass, which is a LIFETIME pass to federal areas and only costs $10. (Yes, there are a few benefits to being a senior!)

For birding around the state, is the Discover Pass all I need? or will there be times that a Forest Pass is what is needed?

By the way, the Discover Pass may now be used by two vehicles, just put the second license number (in ink) on the pass.
