I have both. As others have noted, it depends where you want to park. I
use the NW Forest Pass more often because I spend more time in USFS land or
North Cascades National Park. For example, if you want to bird up the
Teanaway River Road and park at Beverly Creek, Esmeralda or Stafford Creek
trailhead, the NW Pass is the proper pass.

The pass is issued under the ostensible authority of 16 USC ? 6802, which
authorizes fees for USFS land areas with certain amenities. Very few of
the USFS trailheads in Washington or Oregon have all such entities. The
9th Circuit recently struck down a similar pass requirement in California.

Some people are placing a copy of the 9th Circuit opinion on their
dashboards and inviting a ticket so that they can mount the challenge. I
have not seen any tickets issued for those without passes at THs since the
9th Circuit ruling came down.

On the other hand, the Discover Pass is being enforced. If you park at a
WA State Park TH (e.g., Tiger Mountain upper lot via Highpoint exit)
without a Discover Pass, there is a good chance you will get a ticket.
