Are you sure you weren't seeing House Sparrows rather than Black-throated Sparrows?
Black-throated Sparrows are really rare in the state, though they have been showing up in unusual places this spring.
The description of where you saw the birds though sounds a lot like a House Sparrow's preferred location -- and they have a black throat too.

Given the high desire of many to see Black-throated Sparrows, if you decide you were actually seeing House Sparrow's I'd definitely recommend sending a correction to the list -- it would potentially save a lot of time for a lot of people.
