This morning I found female, breeding plumage Wilson's Phalarope at a
location in the north unit of Shillapoo Wildlife Area off of Lower River
Rd. in Clark Co.
Here is a link via google maps:

There is a drying wet area at this location. The phalarope was feeding in
the wet spots amongst mud and vegetation. Also present here were about
12 Killdeer and 3 Green-winged Teal.

To get to this location from Lake Vancouver Park, travel 4.7 miles along
Lower River Rd. to a small pullout on the right side of the road. Walk
past the gate (marked with a WDFW sign) and along a levy about 1/4 mile.
You will see the wet, muddy area on your right (south). The phalarope was
visible with binoculars, but a scope would be helpful. Keep in mind that
the property on the opposite side (north) of the levy is private.
