Harsi Parker, another Vashon birder, did a little research and came up with
several links to articles about nest fires from the way cell towers are
designed. See below.

Yes, this situation is very sad and I feel terrible for the nesting pair
involved!
I sure hope that this fire was not caused intentionally by anyone on the
island, that would be so disappointing... I did a little reading online and
I think it is more than possible that the fire could have started due to the
birds themselves and their nesting activity. Here's a link to an article
that may shed some light on the situation:
http://www.seattlepi.com/local/sound/article/Osprey-nest-electrical-problem-
sparked-Poulsbo-1435088.php
There are many similar articles if you search outside the Seattle area,
leading me to believe that fires started due to birds inadvertently damaging
the electrical components is not that unlikely.
As to what can be done about the situation, there are also many articles
available on that subject... A common solution seems to be building a
dedicated platform nearby specifically for the Osprey to nest on, which
hopefully will be more alluring than the tower itself. Another interesting
idea is presented in this article focusing on Seattle's City Light's
efforts:
http://westseattleblog.com/2011/04/west-seattle-wildlife-city-lights-osprey-
protection-test
Regarding the legality of removing nests atop cell phone towers or other
man-made structures, this is a complex issue that probably requires knowing
some specifics about the nest involved, when removal occurs, and what
possible steps were taken to obtain legal permission to do so. This local
blog post discusses some of these issues:
http://shipslog.org/2011/03/20/osprey-nest-destroyed-was-it-legal/
There's obviously a lot to learn on this subject and I'll be doing more
reading to try and figure it out. Continued reports on activities of the
Osprey at this site and other nesting sites would be much appreciated!
