I've also wondered if CATEs are breeding in the area (sorry, I have observations but no answers...). Every July I go over to Bainbridge Island and rent a kayak for a couple of hours of paddling around Eagle Harbor. There are always large numbers of terns hanging around and fishing in the innermost part of that harbor, and they often lounge on the shore. There are always some young among them. I'm glad they're finding some nesting success somewhere!
