Janet,
I believe the closest place to Ridgefield that Snowy's have been
reliably sited recently is on a spit near Astoria. I haven't ever
birded in this location, so I won't pretend to have much more
information, but the Oregon mailing list has plenty of posts and
should be able to point you in the right direction:

For Joyelle, I believe the closest location with reliable Snowy owls
is Nisqually National Wildlife Refuge near Olympia. Multiple birds
have been consistantly reported there in the last few weeks. Again, I
have never birded there so I have little precise information on
exactly where in the NWR to find them, but I imagine someone might
chime in with better information.

A Spotting Scope may be needed to get satisfying views of these lovely birds,
