At this late date, your brown peregrine was most likely a juvenile,
probably fledged in June, now dispersed and making a living on its own.
Second year peregrines should have completed their molt by now and/or have
at least a large majority of adult feathers.
If molting, you'd also see gaps in the wings as it flashed by where the new
feathers were coming down.

I cannot believe that you actually went for those keys......
