Hi,
My recommendation for birding Jetty Island is to try for one of the early ferries in the morning. I believe they start at 10 a.m., but check the website. That gives you enough time to bird the lagoon and be back on say the 1 p.m. ferry - before the afternoon rush. If this coincides with near a rising high tide so much the better. Probably not worth going if it is low tide during the morning - although it was fairly low when we discovered the Pacific Golden Plovers last week.
Never go in the afternoon (unless it is raining!) because of the crowds. Please note - however busy the beaches are, the lagoon is usually quiet and birders and birds mostly have it to themselves. I have never tried going on a weekend.
I usually go a couple of times each year and have never had a problem. It also helps if it is overcast and cool - that usually means the ferry is less busy. The staff running the ferry etc are birder friendly and are always interested in what we see.
