While I agree with Wayne that you were far more likely to have heard coyotes, I am aware of one credible report of a wolf seen in the Highlands about four years ago.

What you heard was almost certainly coyotes. Wolf howls are quite easy to
tell from coyote howls-- they are much lower pitched, with a mournful and
eerie quality.

There are probably hundreds of coyotes for every wolf in Okanogan County. (I
heard coyotes howling myself on Mary Ann Creek Road while I was owling there
about a week ago.) I believe the only wolves in Okanogan County are in the
upper Methow
Valley-- not east of the Okanogan River, nor anywhere near Havillah. All
the same, I would love to hear wolves in Washington one of these days!

When I was in the Okanogan Highlands early on Tuesday morning (around 7:30
a.m.) I heard some baying/howling/yelping canines in the distance from the
Havillah Sno-Park area. There were at least 3 and maybe as many as five
animals that could be heard simultaneously and distinctly. I understand
that there is an active Wolf Pack somewhere in the Okanogan and I wondered
(hopefully) if possibly I heard these animals.
Listening online to examples however I am leaning towards a group of Coyotes
however as more like what I heard. I am pretty certain these were not
domestic dogs. Any informed insight/wisdom would be appreciated.
