Thanks to all you responded and those that viewed the photos.
Majority Opinion is:
1st bird is most likely a female Herring Gull, light colored iris and pink legs (but not pink enough for Thayer's)

2nd bird is most likely a Ring-billed Gull, bill not short enough for Mew and there is quite a size variation among gulls, particularly females which could account for being smaller than Ring-billed Gull near it
The odd colored legs ( woud expect yellow) likely indicate a bird transitioning from 2nd cycle to adult.
