Today at 5 PM Penny identified a breeding plumage Franklin's gull (Code 5 for Okanogan County) at Osoyoos Lake Park in Oroville. We all got great looks at the gull and photos. It was on the south side of the park near the dock with several Ring-billed Gulls and a couple of California gulls.
