I saw and photographed this loon on 11 Nov on the Clearwater River and posted the sighting and photo on InlandNW-birder.
The more I look at the photo, the more uncertain I get as to what exactly this is.
My original thought was the obvious- juvenile Common Loon, the expected bird here

The heavily marked back and light colored bill are unusual.
