Subject: [Tweeters] lg group of birds circling like red tail hawks in NSeattle

I was in a parking lot in N Seattle 2 days ago and noticed a very large group of birds circling fairly high up above a large strip mall. I didn't have my bins with me, but they didn't look like crows or pigeons, they were soaring in a tight group like red tails do. Some would split off and the whole group moved further down together. Does anyone have any ideas as to what type of bird this might be?
Happy birding
Chris from N Seattle
