Subject: [Tweeters] Nisqually NWR hawk ID ??

While at Nisqually on Thursday morning I observed a raptor that looked suspiciously like a young Red-shouldered hawk. It had a distinctly tan/rust colored head/nape/upper shoulder, black bill with yellow cere, eyes placed far towards front of head, tan/rust horizontal barring on upper chest a bit less distinct barring below. It did not fly while I observed so was unable to get clear wing or tail views.

It was fairly distant and so these photos are rather poor quality. ID opinions and/or sighting confirmation??
