A few resources you might check out:
Arthur Kruckeberg's book 'Gardening with Native Plants of the Pacific Northwest' is a very good book for information on the propagation and transplanting of native plants.
You might also check out the Pierce County Native Plant Salvage Program for info. Several counties (including King and Snohomish) have these now - they go in and get the plants out before their imminent death by transaction (real estate, business, etc.) and replant them in native areas. I would imagine they could give you some good practical advice.
Having transplanted a fair bit of vegetation myself, I would say that you can get away with sort of breaking the rules - sometimes, some plants. For example you can move a very large Sword Fern about any time of the year, if you get a large enough rootball and are prepared to lift 50 lbs (or more). The transplanting of anything transplantable in Summer requires carefull watering the rest of the dry season. It's much easier to keep something alive planted in the ground, as opposed to a container - you can always move it to a better spot at a better time.

Subject: [Tweeters] reproducing native plants from cuttings

Hi All, We are actually moving to another location, and I really want to take a bunch of my native plants with me. However, some are very old, 25 years plus. Is it possible to take cuttings from the plants, and start them up? I've never done anything like that. I know the realtor selling our house we are leaving, plans on having all my native plants cleared out, in order to sell quickly.
We are just moving three miles away, so the location is not an issue.
