hi:

i kept parrots for a long time. life span in those birds is generally
linked to size. the small conures live 15-20 yrs. larger ones may live to
be thirty. captive birds generally live much longer than wild birds.

a quick search of the internet for crows, jays close cousins, gives
estimates of 10 to 30 years with the longer life span attributed to captive
birds.

my pure guess is wild jays probably live 7 to 10 years. caged birds
probably last two or three times that. some wild birds will approach the
upper limit of life span, the wild bird center of colorado springs says
steller's live 16 years and one month. given that degree of accuracy, they
must be talking about a known bird.
